Introduction

Every construction project starts with a critical question: How much will it cost? Estimating and costing is the systematic process of answering that question—calculating quantities of work, assigning rates, and arriving at a realistic project budget.

For contractors, strong estimating skills mean winning competitive tenders, controlling costs during execution, and avoiding losses. This guide introduces the fundamentals based on Indian standards and industry practice.

Definition of Estimating and Costing

Estimating is the technique of calculating or computing the various quantities and the expected expenditure to be incurred on a particular work or project.

If available funds are less than the estimated cost, the work may be done in part, reduced in scope, or specifications altered. To prepare any estimate, you need:

  • Drawings – Plans, elevations, and sections of important points
  • Detailed specifications – Workmanship and properties of materials
  • Standard schedule of rates – Current-year rates for your area

Why Estimation and Costing Matter

1. Feasibility Check

Estimates give an idea of total cost so you can determine whether the project is feasible within available funds or not.

2. Time Planning

An estimate helps gauge the time required for completion based on quantities and resource deployment.

3. Tender and Contract

Estimates are required to invite tenders, prepare quotations, and arrange contracts with clients or subcontractors.

4. Cost Control

During execution, the estimate serves as a benchmark. You can control expenditure by comparing actual progress against estimated quantities and costs.

5. Budget Matching

Estimates help verify whether the proposed plan matches available funds before work begins.

Procedure of Estimating

Estimating involves three main operations:

  1. Preparing detailed estimate – Working out quantities of each item
  2. Calculating the rate of each unit of work (rate analysis)
  3. Preparing abstract of estimate –汇总 total cost with provisions

Data Required to Prepare an Estimate

1. Drawings

Without clear drawings and complete dimensions, estimation becomes very difficult. Ensure you have:

  • Plans (floor layouts)
  • Elevations (front, side views)
  • Sections (vertical cuts through important points)
  • Foundation layout, column positions, etc.

2. Specifications

General specifications – Nature, quality, class of work and materials in general terms.

Detailed specifications – Exact description of each item: quantities, qualities, proportions, method of preparation, workmanship, and execution.

3. Rates

For unit rate calculation you need:

  • Material rates – Cement, sand, bricks, steel, etc. at site
  • Transport cost – From source to site
  • Labour wages – Mason, carpenter, mazdoor rates per day

Complete Estimate: What's Included

Many people think an estimate covers only land, materials, and labour. A complete estimate includes:

Lumpsum Items (L.S.)

Some items are not worked out in detail. These lumpsum items include:

  • Water supply and sanitary arrangements
  • Electrical installations (meter, motor, etc.)
  • Architectural features
  • Contingencies and unforeseen items

A percentage of the main estimate (e.g., 5–10%) is allotted for L.S. items. Even if sub-estimates are prepared later, the actual cost should not exceed the L.S. amount provided.

Work Charged Establishment

During construction, temporary staff such as supervisors, work assistants, and watchmen are employed. Their salaries are drawn from the work charged establishment—the portion of the estimate charged directly to work.

Typically 1.5–2% of the estimated cost is provided for work charged establishment.
