What is Muster Roll?
A muster roll is a government-compliant attendance register that records daily attendance, wages, and overtime for workers on construction sites. It is mandatory under the BOCW (Building & Other Construction Workers) Act, 1996.
Muster roll is essential for construction contractors for legal compliance, PF/ESI records, contractor settlements, and vendor billing. It serves as evidence during labour inspections.
Muster Roll Format (BOCW Compliant)
Muster Roll must include:
- Establishment name and address
- Contractor details and registration number
- Worker full name and ID
- Skill level (Skilled/Semi-skilled/Unskilled)
- Daily attendance (P/A/HD/OT)
- Overtime details
- Worker and supervisor signatures

Wage Rules
Minimum Wages
Wages recorded in muster roll must comply with state-specific minimum wage rates. Each state has different minimum wage rates for skilled, semi-skilled, and unskilled workers.
Overtime Calculation
OT pay calculation formula: (Daily Rate ÷ 8) × OT Hours × Multiplier. Multiplier is typically 1.5× or 2× as per state laws. Hours worked beyond 8 hours per day are counted as OT.
